109th National Council
The 109th National Council will be held over two days, 4 and 5 November 2025 in Wellington.

Delegates
In accordance with RNZRSA Constitution para 18.30, each Association and Affiliate member may register one delegate and up to two observers to attend National Council.
Registration
Registrations will open on 1 September 2025 on this Webpage.
Notices of Motion
On 1 August 2025, Associations were advised of a revised process for submitting Notices of Motion for consideration at this year's National Council.
The updated process for submitting Notices of Motion can be found below.
Please note that this revised process has been put in place solely for 2025 due to compressed timelines resulting from the date of adoption of RNZRSA Constitution v118.
As set out in the Constitution, Notices of Motion (which include all matters, such as general requests and proposals to change the Constitution) were due to be submitted to your District President (or other representative) in accordance with clause 18.3 on or prior to 1 June. This kicks off the review process involving the Forum and Board (clauses 18.3 – 18.10). If the Board and Forum support the Notice of Motion (and the remaining timeframes and requirements are complied with), then the Notice of Motion is put to the AGM.
Because 2025 is a year of transition to the processes and procedures under the new Constitution, and because the timing was fairly tight between adoption of the new Constitution and the 1 June submission cut off, as a one off, the Board would like to provide for an alternate process for this 2025 AGM, using its power to present matters to the AGM, as referenced in clause 18.1(g).
The revised process will be:
- Matters for consideration must be submitted in writing to the applicable representative described in clause 18.3 on or prior to 14 August 2025.
- The Forum will consider matters raised, and if the Forum support such matters, the Forum will develop the matter into a proposed motion, and submit the proposed motion to the RNZRSA Chief Executive on or prior to 14 September 2025.
- The Chief Executive will pass the proposed motion to the Board for consideration on receipt.
- If the Board supports a proposed motion, then the Board may use their power referenced in 18.1(g) to present the proposed motion to National Council.
If a matter is not accepted by the Forum or Board, it may be raised again in 2026 under clause 18.3 prior to 1 June 2026.
Elections
Elections will be held during National Council to appoint the National President and one National Vice-President.
National President: Our current National President, Sir Wayne Shelford, KNZM, MBE has confirmed that he will not be standing for a second term.
Nominations are now open for those interested in standing for the role of National President. Forms can be downloaded below.
Nominations can be made by email to nationalcouncil@rsa.org.nz and must include:
- A completed nomination form
- A completed election candidate biography questionnaire
- A copy of the candidate’s CV
Nominations for National President must be received no later than 16 September 2025.
National Vice-President: The incumbent National Vice-President Janet Castell, MNZM has confirmed that she will be standing for a second term.
Nominations are now open for those interested in standing for the role of National Vice-President. Forms can be downloaded below.
Nominations can be made by email to nationalcouncil@rsa.org.nz and must include:
- A completed nomination form
- A completed election candidate biography questionnaire
- A copy of the candidate’s CV
Nominations for National Vice-President must be received no later than 16 September 2025.
Voting
Voting rights at National Council are set out in para 18.37 of the RNZRSA Constitution.
Each Association shall have two votes, to be cast by their Delegate during the AGM.
Where a member is unable to provide a delegate for National Council, they may delegate a Proxy in accordance with the provisions of the RNZRSA Bylaws paras 13.5 - 13.6.
Applications for voting by proxy must be received by National Office no later than 7 October 2025. Applications must be submitted using the form which can be found at the bottom of this page. Applications can be submitted by email to nationalcouncil@rsa.org.nz.
Accommodation and Transport
Associations and Affiliate members are responsible for organising transport to and around Wellington, and accommodation for their delegate and observers.
Meals
Lunch and refreshments will be provided at the venue on both days of National Council. Associations are responsible for providing all other meals for their delegates.
