Each RSA and affiliated organisation is entitled to be represented at National Council by their appointed delegates. RNZRSA Life Members and members of the National Executive Committee are also represented.

Local RSAs and other affiliates wishing to raise policy or other issues for consideration by National Council, must first submit a remit to the Chief Executive. These remits are considered at the National Council meeting and voted upon. All resolutions of National Council are binding on local RSAs.

The National President, National Vice Presidents and four Elected Members of the National Elected Committee are elected annually at National Council.
